Information Technology Manager I

ABOUT THE POSITION

The County of Riverside's Assessor/Clerk Recorder has an exciting opportunity for an Information Technology Manager I (ITMI) to lead and manage the department's IT operations.

The ITMI will oversee the day-to-day activities of a team consisting of two System Administrators, one Database Administrator, and one Application Developer, ensuring IT services are effectively delivered to over 300 users.

This role involves close collaboration with departmental user teams to understand their processes and application needs while serving as a liaison to various stakeholders, including Department Heads (Elected Officials), management, County IT staff, and vendors.

Strong communication skills and the ability to manage multiple stakeholders are essential.

The ideal candidate will possess a broad range of technical and managerial skills.

In the area of Network Administration, the ITMI must understand network infrastructure, protocols, and security practices.

In Systems Administration, expertise in server management, operating systems, and hardware is essential.

The role also requires proficiency in Database Management, including database design, administration, and query languages.

An understanding of Cybersecurity, particularly risk assessment and the implementation of protective measures, is critical.

The ITMI should have experience in Team Management, demonstrating the ability to lead and motivate staff, delegate tasks, and provide direction.

Experience in Project Management is needed to plan, organize, and execute IT projects within budget and on schedule.

A strong Business Understanding is necessary to align IT services with organizational goals and industry trends.

Additionally, the ITMI should be skilled in Strategic Planning, able to develop and implement IT strategies, best practices, and service levels aligned with business objectives.

This position requires proven experience in IT management, systems administration, network management, and database administration.

Candidates must have a track record of successfully managing IT projects and leading teams.

The ITM I class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Chief Information Officer.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution.

Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
